Ir. Alfred Sit Wing-hang, G.B.S., J.P.

Mr Alfred Sit joined the Government as Assistant Electrical and Mechanical Engineer in 1984 and was promoted to Chief Electrical and Mechanical Engineer in 2001, to Government Electrical and Mechanical Engineer in 2007, to Deputy Director of Electrical and Mechanical Services in 2011. He was Director of Electrical and Mechanical Services and Electrical and Mechanical Services Trading Fund General Manager since October 2017. On 22 April 2020, Mr Sit was appointed Secretary for Innovation and Technology.

Mr Sit is an electrical engineer by profession and has over 30 years’ experience in public administration. He is a fellow member of the Hong Kong Institution of Engineers. He was the President of the Hong Kong Institution of Facility Management and Chairman of the Biomedical Division of the Hong Kong Institution of Engineers.

Mr Sit holds the Associateship in Electrical Engineering from the Hong Kong Polytechnic and he is recognized by the Hong Kong Polytechnic University as its Outstanding Alumni. Mr Sit also holds a Master Degree in Business Administration from the Chinese University of Hong Kong, and has studied at the Remin University of China for its PhD degree with focus on international relationship. Mr Sit has also studied at the Newcastle University of Australia for its Doctor degree of Business Administration degree and is a graduate of the Havard Business School of its General Management Programme.

CASPAR Tsui

Youth and Community

Mr Caspar Tsui has a strong history of working in both the private and public sector. Since his first appointment as a political appointed official in 2008, Mr Tsui has served in various positions in his public service career including the Undersecretary for Labour and Welfare and the Secretary for Home Affairs until 2022. He is experienced and skilled in wide spectrum of public policies (Labour, Welfares, Rehab and Disability, Women Affairs, Sports, Cultural & Arts, Ethics Minorities, Religious Affairs, Youth developments, Social Enterprise, District and Community affairs) and has been a strong advocate to promote cross sectoral collaboration to support sustainable social change and development.

Mr Tsui holds a master’s degree in Business Management from the Alliance Manchester Business School at University of Manchester and completed his undergraduate degree in Economics, and Public Policy & Public Management at the University of Ottawa.

Raymond Cheng

Mr. Raymond Cheng possesses over 35 years of experience in finance and IT industry. He worked in various IT functions in HSBC Hong Kong and North America, covering different banking systems, networking, frontend and Internet technologies. In addition to his IT leadership and CIO roles, Raymond led several major business and organisation transformation programme across the Bank. Prior to his retirement, Mr. Cheng was the Chief Operating Officer for HSBC Asia Pacific, responsible for IT services, operations, procurement, real estate and internal consulting functions.

Currently Raymond is holding Non-executive Director positions and providing advisory to a few FinTech startups and a technology venture fund. In the community, Raymond served as the Director of Hong Kong Science and Technology Park in 2013 – 2018. He is a Director of Hong Kong Internet Registration Corporation. Also he is a Council Member of the Hong Kong Federation of Youth Group and Hong Kong Quality Assurance Agency, and the Chairman of Chinese University Engineering FinTech Applied Research Academy Advisory Committee. Raymond participates in some technology advisory committees for government and universities.

Raymond takes advisory positions for a few IT associations, medical service organisations and charity services. He is a Distinguished Fellow of Hong Kong Computer Society.

Jason Tse has over 30 years’ experience as an IT Account Management & Sales Leader in Asia Pacific. He worked for leading IT vendors such as IBM, Dell, Computer Associates, BMC Software, Dimension Data/NTT. He is currently working for TCC Consuling as Business Development Director focusing in expediting the adloption of Open Source Technology and Made-in-Hong Kong solutions in the area of AI, IOT & Smart Initiatives.

Jason has been devoting his personal time in the community service of the IT industry. He is a founding committee member of the IT Joint Council and Hong Kong Software Industry Association. He was organizing committee of Hong Kong International Computing Conference in 2001 and 2006. He also help organize the eHealth Forum after the SARS outbreak in 2003.

He studied in Hong Kong and is a member of the Institute of Chartered Company Secretaries.

William Gee

William Gee recently retired from PwC Mainland China and Hong Kong having served 22 years as a Partner; he is currently acting as an Advisor to the firm on the Metaverse and the emerging Digital Economy. Prior to retirement, William was a member of the Firm’s Digital Office that provided support to a variety of digitalisation initiatives. William was also responsible for innovation for the Risk Assurance practice; he was a member of the PwC China Assurance Innovation Think-tank and a member of PwC Global Assurance Disruption Group.

William was a member of the core leadership team driving the adoption of blockchain technology, and is knowledgeable of the regulatory, accounting and risk management considerations of crypto currencies and digital assets. William has been advising on the adoption of blockchain technology; he has participated in initiatives relating to the emerging digital economy, including central bank digital currencies, stablecoins, tokenization of traditional assets, etc., and examined the related risks and transformational impact on traditional economy.

William is currently involved in the promotion of digital identity infrastructure for both corporates and individuals, especially in the adoption of Legal Entity Identifier, Self-Sovereign Identities and Decentralised Identifiers. William is also working to raise awareness on the Quantum Threat, and advising on practical approach for organisations to adopt and deploy Post-Quantum Cryptography in response to this threat.

KENNETH CHAN

Mr Chan has more than ten years of working in Enterprise Resources Planning System Projects in the Asia Pacific Region and territory education in Hong Kong. Before the Hang Seng University of Hong Kong, Kenneth taught at serval local institutes dedicated to teaching software engineering, data science and financial technology. In recent years, Mr Chan collaborated with the industry, such as Data Science and Information practitioners and graduates, and has developed several successful projects in Spatial Analytics, Predictive Analytics, Image Recognition and Deep Learning. His research is in the areas of Big Data Analytics and Artificial Intelligence.

A former assistant principal, an IT department head of a secondary school, a teacher trainer in ITE Section of EDB and different organizations, a part-time lecturer in a local university, and the school manager of primary schools, are all roles that Kevin Mak has taken on. He dedicates himself to his career in IT education and has trained hundreds of local teachers and students. One of his specialties lies in designing and implementing school administrative systems. His next goal is to bridge the gap between the IT sector and the young IT talents in Hong Kong.

Jason is the Chief Operating Officer of Modern Educational Research Society Ltd., actively working with education institutions and industry partners to develop new learning and teaching strategies for the digital age. He leads a team of editors, developers, and school development specialists to provide customised contents with engaging user experience for students, teachers, and parents.

Jason has over 20 years of experience as a technology strategist, process engineer, and IT consultant, generating innovative solutions for Fortune 500 companies and international listed companies. Prior to his current role, he was the Chief Executive Officer of Swiss smart mobility company Axon Vibe and developed solutions for leading public transport operators in Asia. Jason also has extensive IT consulting and auditing experience with Deloitte, Protiviti, and Morgan Stanley, and was the Group Head of IT at Transport International Holdings Ltd. (holding company of KMB in Hong Kong).
